Luis Ortega is an actor, hired to act as the voice of the resistance through radio broadcasts. He makes the broadcasts secretly from temporary sites throughout the city using scripts he receives from a contact he's never met. The broadcasts are timed so that when Homeland Security arrive Ortega is gone.
The times and dates of the broadcasts are publicised using coded messages on The Resistance movement's posters.
The broadcasts are widely listened to live, and also recorded (on audio cassette) before being secretly distributed.
After several successful broadcasts he's captured by Will Bowman working with Homeland Security and then tried and executed by Proxy Governor Alan Snyder, despite having made a deal with Snyder that he would be released if he cooperated.
The Transitional Authority televise the trial and execution.
