Sabine Arnaud was the Chief Counsel for the Global Authority. She is in Davos, Switzerland, where her office is. It is assumed during the attack on Davos, she along with Helena and other top leaders were killed by the Demis when they breached security. Helena is the only one to die on screen. However, Snyder did say IGA leadership had been either killed or taken hostage. Since Helena was high ranking and killed without thought, it seems plausible that all top ranking members suffered the same fate.
