Lagarza is a captain in Homeland Security; he's one of the few members who shows his face in public. The majority of Red Hats wear ski masks when they're in uniform.
Lagarza doesn't say much, but he seems happy to hit women in the face with the butt of his rifle if they dare to question what he's doing. He's trusted by the Proxy Governor, Alan Snyder. In the episode when Snyder was trapped in The Yonk with the Bowmans, ("YOKNAPATAWPHA") he wouldn't let Will Bowman call anyone but Lagarza.
